my dog has a swollen thing near his eye?

so, for a while now, my dog has had this swollen thing below his eye and it has really thick blood inside of it and its not an abscess, we’ve gone to the vet and everything and they’re tried draining the bump and it just swelled back up with blood again. when its pressed on, the blood goes into his eye and comes out his tear duct. and we don’t know what it is really. its been about 5 or 6 months now since he’s had it.
we’ve asked the vet and they said they have never seen a case like this before and that it is very interesting.
